SPRINGFIELD - Opening a jail means that many of Springfield's low-level criminals will be locked up, but it also means that the city is locked into paying for it.

When the jail opens in late October, it's expected to cut the number of people on city streets committing crimes such as driving under the influence, theft, criminal mischief and burglary.

But with that comes a long-term commitment by the city to pay to keep these criminals housed, supervised and fed.
