Por décadas, el principal semillero de funcionarios para el gobierno mexicano, la Universidad Nacional Autónoma de México, fue desplazada en la formación de cuadros dirigentes por otras instituciones educativas, en su mayoría privadas, muchos de cuyos egresados se encuentran ya en los principales puestos de decisión del país.
