The purpose of this paper is to address the concerns of individuals with disabilities when the principles of managed care are applied to the delivery of healthcare services. The following concerns are reviewed: the overall intent of managed care when balancing quality of care with cost; the role of the gatekeeper or case manager in the delivery of services; the likelihood of inadequate benefits or services; access to specialized treatment for individuals with disabilities; and incentives to under-serve with capitated plans.
