FLORENCE, Ore.--Sep. 23--The City Council wrestled for 2 1/2 hours Monday night with the question of whether to approve land-use and zoning changes necessary for the construction of a 40-store factory outlet mall at the north edge of Florence. But a decision eluded them.
A vote to approve the applicant's request failed by a 3-2 vote. A motion to turn down the request died for lack of a second, as did a motion to delay the matter indefinitely. In the end, the council...
