Sep. 9--First the privatization effort at McClellan Air Force Base was dealt a potential setback.

Then it was put in limbo.

The potential setback came last week when the Air Force, in the first big test of the White House-backed privatization program, declared that a military depot in Georgia had outbid two private aerospace firms for a contract to repair the C-5 aircraft.

Some saw the decision as a bad omen for privatization at McClellan, where Boeing Co. and Tracor Inc. are vying with a Utah military depot for a big repair contract. Privatization could ...
