WASHINGTON - It looks as if it will take a fight to seat William Kennard as the next chairman of the Federal Communications Commission.
Two weeks ago, the White House leaked word that Kennard, a 40-year-old, Democrat and the FCC's general counsel for nearly the last four years, was President Clinton's choice to replace FCC chairman Reed Hundt.
But Kennard's selection infuriated Sen. Ernest Hollings (DS.C.), who had been advocating the nomination of Washington lawyer Ralph Everett, a former Hollings aide.
