INTRODUCTION
During the early 1980s, in the aftermath of smallpox eradication, some scientists and public health officials urged consideration of a global effort to eradicate measles (1). During the mid-1980s, however, the high level of population immunity required to interrupt measles virus transmission became clear, and the prospect of measles eradication seemed to recede (2).
