A society that holds decency as one of its core values will attempt to eliminate inequality and coercion. Some social acts, such as identifying an individual or a group as unworthy of contact, carry a powerful symbolic message. When a segment of society is regarded as untouchable, that society has institutionalized inequality and has abandoned considerations of decency.
