The Convention on Biological Diversity cannot attain its stated goals if it does not use a broad-base approach to the relevant issues. Moreover, many studies on biodiversity have already started in countries all over the world.

I was very pleased to see the article by Kal Raustiala and David G. Victor on the Convention on Biological Diversity (CBD) in your May 1996 issue. It is important to spread the word about this agreement and its relevance to U.S. interests. But I must disagree with the authors' views on several key issues.
