ALMATY

THE Uighurs of Xinjiang may feel closer to Kazakhstan than to China. But, ironically enough, the country with which they identify is having its own problems in forging a national identity. In an effort to weld together a new nation of more than 100 ethnic groups, Nursultan Nazarbaev, Kazakhstan's president, is trying to impose a common language on his country. A new draft law would require all 16.6m citizens of Kazakhstan to be able to speak, read and write in Kazakh, a Turkic language.
