Pres Clinton's change at making history could rest in the effort to balance the budget, following an unsuccessful effort at enacting national health insurance. Such an effort would involve sizeable controversial cuts in Medicaid and Medicare programs. Medicare alone consumes 12% of the federal budget. Predictions for Clinton's second term include a continued focus on anti-managed care legislation, increased enrollment of children in Medicaid programs, and a possible reduction in Medicare Part A without structural changes needed to help hospitals adapt to the reductions.
