FOR most of the past five years, Lebanon has enjoyed having a very rich businessman as its prime minister. Now it is not at all sure. The doubts about Rafiq Hariri and his much-publicised reconstruction projects came to the surface this week in a three-day parliamentary debate on the budget. The government has to decide whether to continue Mr Hariri's policies, accepting soaring public debt, or to seek a more balanced approach.
