TAIPEI
AFTER ten years negotiating Taiwan's transformation into one of Asia's more robust democracies, President Lee Teng-hui has decided the system of government needs pruning. Yet cuts agreed upon by Mr Lee's ruling Kuomintang and the principal opposition group, the Democratic Progressive Party, at a conference in December-which await the approval of the National Assembly-have renewed suspicions both in Taiwan and China about the sincerity of Mr Lee's oft-expressed commitment to the reunification of Taiwan and the mainland.
