Pres. Clinton signed the Veterans Administration/Housing and Urban Development bill in Sep. 1996 which includes provisions on mental health parity and maternity stay. The mental health parity provision gives mental health plans the same annual and aggregate lifetime limits as medical benefits while the maternity stay provision requires insurance coverage for at least 48 hours of hospital stay for new mothers.
