The first woman elected Surrogate's Court judge in Onondaga County never imagined having a legal career.
"My mother was a teacher. My dad was an attorney. But it was the '60s and I was living in a staunch Republican family and that meant becoming a teacher instead of an attorney," Ava Shapero Raphael, 61, said.
