Santa Rosas government -- with assets that include parking garages, City Hall and the transit mall -- is the downtowns second-largest property owner, and city leaders have unveiled plans to expand its downtown holdings even further.
This past week they set their sights on the purchase of two nearly vacant downtown properties, the former Westamerica Bank on First Street and the three-story Charles Schwab office complex on Third Street.
