Pres. Bill Clinton cited the National Defense Authorization Act for FY 1997 as an important measure that will preserve the US military's qualitative and technological edge, improve the welfare of military personnel and reduce the nuclear threat against the country. However, Clinton also expressed concern over several aspects of the act, including its spending increases for non-vital programs.
