NORTHUMBERLAND, Pa.--Nov. 4--Richard D. Robey laughs when someone calls him a railroad magnate.

But as Conrail's presence in central Pennsylvania continues to diminish, Robey's role has been steadily increasing.

The 56-year-old New Jersey native operates eight short-line railroads with 259 miles of track. He says he would be interested in more track if it becomes available after a Conrail merger with CSX Corp. or Norfolk Southern.
