PEACE may finally be at hand in Angola, but here in that war-scarred nation's central highlands, reminders of the 20-year civil war are everywhere. On the rocky dirt road that leads from UNITA's headquarters in Bailundo to the UN camp in Londuimbale, the charred carcasses of military vehicles litter the roadside. Every building we pass either is a bombed-out shell, or is in the course of being patched up. In the villages, children play on burned-out cars, the remnants of nearly two decades of destruction, their macabre playground.
