FITCHBURG - The police chief's pledge last week that the city was going to take back troubled neighborhoods by targeting landlords who tolerate criminal activity on their properties was welcome news to David Thibault-Munoz.

Mr. Thibault-Munoz, director of community organizing with the Twin Cities Community Development Corp., said he was glad to see the city begin criminal action against the absentee landlord who owns 348 Elm St. The owner was arraigned last week in Fitchburg District Court on a charge of keeping a noisy and disorderly house.
