Aggravated by hot weather, more cars and more driving, smog levels in California's San Francisco Bay Area have suddenly taken an ugly turn for the worse after 25 years of steady improvement.

Air quality readings this summer are not quite as bad as they were last year, but taken together, 1995 and 1996 are the two smoggiest summers in the nine-county Bay Area region since 1987. The trend, which is being scrutinized by the federal Environmental Protection Agency, has local air officials this week unveiling new programs to get people out of their cars.
