The Post-StandardAEs back-to-back editorials supporting reform of New YorkAEs juvenile and criminal justice system (Sept. 15-16) sound the call for changes at the very front end of the system and its back end. As you point out, given the dire economic conditions, we simply cannot afford to incarcerate people when there are more productive, community-based options available.
