WHEN Helmut Kohl took the momentous decision in late November 1989 to unite the two Germanies, the first foreign leader he informed was George Bush in Washington. Yet the chancellor likes to recall that he first dialled Spain's Felipe Gonzalez. Why? Because he thought, wrongly, that Spain held the presidency of the European Union (in fact it was France). True or not, the story says much about German foreign policy: the Bonn government will perform contortions to present it as Europe's rather than its own.
