MOSCOW

ASSUMING that Boris Yeltsin proves fit enough to embark on his second term of office, his first duties under Russia's constitution will be to swear an oath of office and to offer a prime minister for approval by Russia's lower house of parliament, the Duma. The swearing-in ceremony has been provisionally set for August 9th. No more than a fortnight later, Mr Yeltsin must offer the Duma his choice of prime minister. If the Duma rejects three names in succession--which may take up to six weeks--the president must dissolve it and call a new election. If the new Duma also ...
