Congress approved the Morrill Act in 1862, a bill that was more concerned with economics than education. Under the Morrill Act, each participating state was granted 30,000 acres of federal public land or land scrip, where a college was to be established. By disposing of public lands, the federal government hoped that it could generate more revenue. Thus, the debate over land-grant universities and higher education should address issues other than education.
