SIMI VALLEY -- Two years into America's Civil War, President Abraham Lincoln proclaimed with a trembling hand that the slaves shall be set free.
His Emancipation Proclamation, signed Jan. 1, 1863, declares slaves in rebellious states "shall be then, thenceforward, and forever free."
Versions of the momentous document -- including a rare glimpse next month of the original handwritten proclamation -- will appear beginning today during a "Forever Free" exhibit at the Reagan Library.
