Pres. Bill Clinton announced his approval of the National Defense Authorization Act for FY 1996. Clinton stated that the Congress has addressed the three central national security concerns which prompted him to veto the original version of the bill. However, he also expressed reservations concerning certain provisions of the bill, especially one which requires the discharge of all military personnel found to be infected with HIV.
