Pres. Bill Clinton cited the Farm Credit System Reform Act of 1996 as an important measure that would help to lower the cost of credit for farmers and ranchers. Clinton stated that the act lowers the interest rates of the Farmer Mac program and makes it more attractive to county and regional financial institutions. He described the measure as an example of the kind of reinvented government he has advocated since the beginning of his term.
