Vote dilution and the census undercount: a state-by-state remedy.

Census undercount differentials, which cause dilution of representative voting, can be remedied by state government suits challenging use of unadjusted figures for redistricting. Groups underrepresented due to undercount differentials can use such litigation to force states' use of the best population data available. Voter dilution suits against the Secretary of Commerce fail for the plaintiffs' lack of standing.
