An Ohio company manufactures shot for abrasives from scrap steel melted in an induction furnace. Slag is removed and the molten metal poured into a spinner bucket that spins and casts the material as shot, which is quenched with water. The shot is extracted from the casting pit and the quench water is recycled.

A mix of slag and sludge from the quench water cooling towers was deposited on an area behind the plant. The Ohio EPA cited the company for operating an illegal, unlicensed solid waste facility. According to the state agency's definitions, slag is not a solid waste, but ...
