PITTSBURG, Calif.--Dec. 29--BART is fining a rail-car manufacturer $3,600 daily because the company will run late on a contract for 80 new high-speed vehicles, a transit district spokesman said.

Amerail, formerly the transit division of Morrison Knudsen Corp., hopes to deliver the 71st car today. The last car probably won't be ready until late January.
