Systems integration was pioneered by Simon Ramo of the Ramo-Woolridge Corp. Ramo is credited to be the first systems integrator of large aerospace projects. Systems integration has grown to be complex due to bigger and expensive weapons. The risk that costs might exceed the budget for their development has necessitated a systems integrator or a single contractor to take full responsibility. The penalties for error are severe. However, the rewards can be substantial if done correctly.
