Acting rosecutions chief Mokotedi Mpshe has described his organisation as a dysfunctional "stage play" with almost all its senior managers acting in their positions.
Mpshe partly attributed this to the "instability" sparked by the impending amalgamation of the Scorpions with the SAPS and the suspension of the national director of public prosecutions, Vusi Pikoli.
