Thanks for having me. Please be seated. Madam Secretary--I never thought I'd be saying that 10 years ago, I might add. Of course, she never thought I'd be President. [Laughter] It is good to be here with you all. Thanks to Parkland Magnet Middle School for having us. We just had an amazing tour. I say "amazing tour" because we saw what a unique place Parkland is, and we saw a really diverse student body. There's people from "all kinds of backgrounds here....

Select builders, remodelers with tender, loving care; Home construction starts with doing your homework For new house construction, the process starts casually and grows intense, over months and even years. "We get transferees who need a house right now because they're from out of state. But most people take a while, get pretty self-educated reading home sections and magazines, going to home and garden shows, looking at models," said Mike Kaerek, owner of Kaerek Builders Inc., 2719 S. 60th St. "They sometimes come back to us several times, over three, four, even five years, before they sign a contract." Kaerek's advice on selecting a builder: Know your price range and the company's. And make sure they match. Check company brochures and ads, or ask. Terms such as "custom" or "economical" are only clues; industry categories are not sharply defined. If you're not sure, ask. Home shoppers hesitate, forgetting it's in the builders' interest to get a price-affordability match. Determine whether your lot is in a builder's territory. "We serve all of southeast Wisconsin; most major builders do," Kaerek said. But some smaller companies may generally work only within a certain radius of their headquarters. Plan carefully so that you minimize costly change orders. "It can take two or three weeks to two or three months to get all the permits," which allows customers time to think things over. "We try to get them to make color and product selections prior to the pre-construction meeting," Kaerek said. "That's the time to see that a wall could use an extra window. Later, if we can, we will modify, but it's more expensive." Realize that construction lulls are inevitable. "Some days are just scheduled to be inspections, or materials are back-ordered, or in peak season there aren't always enough tradesmen to go around, or the foundation is curing, or the drywall was sprayed and has to dry." "They sometimes come back to us several times, over three, four, even five years, before they sign a contract."; Face lift for dwelling can be an uplifting experience Selecting a remodeling contractor and finalizing plans typically involves several hours of discussions, spaced over several weeks, for home improvements. "We're going to be in the consumer's home for a long time a few weeks to several months. You need to have a sense of trustworthiness on both parts," said Gary R. Sannes, president owner of S.J. Janis Co. in Wauwatosa and past president of the Milwaukee NARI Home Improvement Council. Sannes offered this advice on remodeling: Choose a company that suits you and your project. "The No. 1 source would be referrals friends or relatives who've had work done and been satisfied. If you don't have referrals, the next best thing is home improvement shows. Home shows offer a wealth of knowledge and a number of contractors in one place. It's a great way to save time. "It should be evident by conversations with the remodeler, looking at photos of their previous jobs and going to past clients with similar projects. "Some companies may specialize in contemporary or modern projects; some may specialize in historic renovations." Check a company's professional affiliations. These indicate interest in staying abreast of changing styles and techniques and which subject a company to peer review. Request proof of insurance. Consider making your contract contingent on receipt of this information, which should come directly from the contractor's insurance company. Determine a reasonable budget. Base it on cost research and analysis of your finances, and discuss it with the contractor. "We'll ask about budget in our first conversation or visit. Not so we can spend it all, but so we can design a project that fits the family's needs and budget. We can use good products or the very best." Avoid change orders. These can be costly and disruptive. Promptly get the terms of all change orders in writing. Don't expect to recoup every last dollar on resale. "Obviously, if you correct a deficiency, such as lack of bedrooms or baths, or if you enlarge a small family
