Tougher rail merger guidelines? (Interstate Commerce Commission)

The Natl Industrial Transportation League has proposed four guidelines for railroad mergers to be included in the Interstate Commerce Act. They include altering the merger review to pay special attention to anti-competitive parts of a merger.
