The Syracuse area economy saw strong job gains in February, but local residents weren't getting all of the new jobs.

Madison, Onondaga and Oswego counties had 3,200 more jobs in February than they did in the same month last year, the state Department of Labor said Thursday. It represented a gain of 1 percent, considered strong.

That was the good news.
