SWITZERLAND has traditionally been a sanctuary for refugees from the world's trouble spots, which in the last few decades have included Afghanistan, Cambodia, Chile, Eastern Europe, Lebanon, Sri Lanka, Tibet, Turkey, the former Yugoslavia and Vietnam. However, as the writer David Hampshire has noted, many Swiss now believe that 'the boat is full', and the flood of asylum seekers in recent years has forced the Swiss government to change its policy.
