The nationwide power shortage in early 2008 has aggravated the perennial struggles surrounding coal and electric power. Is there really a shortage of coal? Why should coal enterprises offer a price discount to power enterprises? The National Development and Reform Commission (NDRC) is in a hurry to remedy the power shortage and requests related enterprises to submit detailed data. The question is "can this measure be a solution to the problem?" The macro control ability of the government is put to the test.
