Combined ratios don't tell story on int'l solvency.

NEW YORK - When Standard & Poor's rating analyst Alan Levin sees worldwide combined ratios hovering around 100 percent, he's skeptical of what the results seem to say about the solidity of international insurers.

Mr. Levin, the managing director of S&P Insurance Rating Services in New York, said when he compares the worldwide stability of several financial operating measures to S&P individual company ratings and to what he knows about supervision and reserving practices in various countries, he can only conclude "there is a spectrum of quality around the world."
