Most forestry schools and interest groups involved in the US Forest Service (USFS) 1990 Resources Planning Act agree that the agency has undergone significant changes since 1976. However, opinions differed on the changes, with non-consumptive users saying the changes in the USFS have been positive and consumptive users and forestry schools saying otherwise. It is shown that congressional action and federal lawsuits have been the biggest factors in effecting change in the USFS.
