Oct. 12--Harold Citron can't live with his bankers and can't live without them.

"The New York banks have really gotten to me," said Citron, who owns a hardware store on Jerome Ave. in the Bronx. "You order checks and they charge you. They charge you when they make change for you. They charge you for each item deposited and then for the deposit slip itself. They charge you when you make withdrawals. Pretty soon they'll charge just to walk into the bank. It is so unfair for small businesses but we need them."
