Congress and the Environmental Protection Agency (EPA) agree that the EPA needs to operate more economically and efficiently yet disagree on the appropriate methodology. The Republican-dominated Congress, supported by the chemical industry, advocates cutting the EPA's budget and instituting cost-benefit and risk assessment programs. The EPA believes that legislative reform and voluntary incentive programs, such as Project XL, are the keys to agency revitalization.
