THE University of the Philippines Open University (UPOU) was created by the University of the Philippines Board of Regents on February 23, 1995.

UPOU started in 1967 when the University of the Philippines at Los Banos launched its "School-in-theAir" program. The idea of this school was to reach the farmers, agriculturists, planters, etc., in the rural areas and give them the latest information on agriculture and related fields.
