The consequences of negotiated settlements in civil wars, 1945-1993.

Civil wars can end either through negotiated settlements or military victories. Little information is known, however, on the process leading to such an end. A study using data of 91 post-1945 civil wars supports the hypothesis that negotiated settlements are likely to break down for wars over identity issues. Although military victories are less likely to break down than negotiated settlements, such victories may be followed by acts of genocide.
