The state of West Bengal is working hard to attract foreign companies even though its government is Communist. Its foreign investment is the second highest in India, but Indian industrialists distrust its bureaucracy and militant unions.
WHICH is the real West Bengal? Is it the capitalist-minded place that played host to this year's centennial celebration of the Confederation of Indian Industry? Or does the state remain socialist at heart? In August, plans to sell 20% of government equity in the creaking Great Eastern Hotel were shelved because of trade-union opposition.
