Will curbs on unfunded mandates protect states from the impact of a federal balanced budget amendment?(A New Agenda - Old Constraints)

Estimates of the savings that states will yield from the Unfunded Mandates Reform Act of 1995 are far less than the additional costs that states are likely to be burdened with because of federal efforts to balance the budget. Because portions of the federal budget, including social security and defense, are not likely to be cut, other expenditures, including aid to states, will be cut up to 30%. The $95 billion dollar burden that is estimated to be shifted to the states is far more than the highest estimates of the costs of unfunded mandates.
