JINOTEGA, Nicaragua _ In the desperately poor neighborhood where Liliana Rodriguez resides, the murky water she pulls from a primitive brick well sometimes makes her ill. ``Most of these wells are contaminated,'' she said, pointing to a cistern, ``and that's why we have outbreaks of cholera.''
Since cholera erupted in Latin America in early 1991, sweeping a region that had been free of the disease for three decades, it has become a dreaded fact of life across much of the hemisphere, from southern Mexico all the way to Argentina.
