The Dept. of Justice's case against Fitzgerald, Wagner et al., and Robinson reflect a trend to prosecute homeowners who uphold zoning laws and their subdivision's covenants, conditions and restrictions. All three cases were instigated by the Dept. of Housing and Urban Development against homeowners for discriminating and violating the Fair Housing Act.
