Pres. Bill Clinton announced that he was vetoing the legislative resolution calling for an end to US participation in the arms embargo against Bosnia-Herzegovina. Clinton stated that Congress shared his goal of ending the conflict but that lifting the embargo was not the appropriate way to achieve this end. He stressed that lifting the embargo would only exacerbate the violence and force US troops to assist in a NATO withdrawal.
