WITH the decline of film making in so many European countries, it was reassuring to see the Venice Festival take so much interest in French and Italian films. Both countries' film industries are still quite prolific--more than 100 features and co-productions a year-- and both hold on to respectably-sized local audiences despite the inroads of television and video. The main complaint from European film makers is the difficulty of selling their films abroad, particularly in America, where film-goers have never got used to sub-titles.
